Public action in the face of climate change at the heart of the 2024 APR
After taking stock of 40 years of decentralisation in 2023, the financial courts are devoting the theme of
this year's annual public report to public action in the face of climate change. Due to its varied and
diffuse nature, adapting to the effects of climate change is a challenge that concerns and must involve
all public stakeholders. To assess the scope of adaptation policies, the financial courts have provided an
overview of the resources put in place in various sectors. This cross-sectoral exercise is all the more
necessary given that adaptation policies weigh heavily on national and local public finances at the same
time as they affect households.
The 2024 APR includes:

An initial chapter describing the overall situation of the public finances at the end of February
2024
, after two years characterised by strong inflationary pressures and high energy prices.
•
An introduction to the adaptation of public action in the face of climate change
, looking at the
various measures that have been put in place and the need to adapt them given the progressive
nature of climate change.
•
16 chapters
divided into three parts:
o
The first part of the APR describes the changes under way in the climate in France and
around the world, and the inadequacy of the efforts being made to limit the
phenomenon:
3 chapters on the stakeholders involved in this adaptation - including
public research and financial and banking institutions.
o
The second part includes 7 chapters which analyse the implementation of this adaptation
in the living environment and infrastructures,
by referring in particular to the issue of
housing, towns and cities, and transport networks.
o
The third part devotes 6 chapters to the natural environment and the protection of
people and activities,
including the sustainable management of forests in mainland
France and coastlines, preventing natural disasters in overseas France and protecting
the health of vulnerable people.
The specific features of the 2024 APR
The 2024 Annual Public Report, the fourth edition of the thematic APR, contains twice as many chapters
as the previous one.
The diversity of the topics addressed required the contribution of all Regional and Territorial Chambers
of Account. By tackling the issue of adapting to climate change from different angles, this report
highlights the importance of coordinating all stakeholders involved in implementing public policies, with
each level of authority being required to take action that is strategically determined by government.
On this theme in particular, the financial courts have endeavoured to provide specific responses.
