    Social housing

Social housing plays a vital role in France: the 4.8 million social housing units account for one-sixth of all housing units and about half of all rental stock. In 2014, €17.5 billion in public aid was allocated to it. In a context of citizens’ high expectations and the State’s sustained action over time, the Cour des comptes and the regional and territorial courts of audit of Nouvelle-Aquitaine, Auvergne-Rhône-Alpes, Île-de-France and Pays de la Loire have carried out an evaluation of public social housing policy from the perspective of the law’s primary objective: to provide lower-income...

For this first assessment, the Cour des comptes and the regional audit chambers reviewed 47 projects covering one half of the population and one third of the territory. The financial courts now put the Plan’s total cos...

The State’s presence as a company shareholder is justified not only for ownership or financial reasons, but also on public policy gro...

Adapting corporate tax to an open economy

In an economic environment where capital, companies and high-skilled individuals are mobile, multinational firms are looking for tax optimisation and there is fierce tax competition between countries to attract companies, deeper European integration and the combating of tax avoidance and optimisation are resulting in major changes to, and the reexamination of, national frameworks for the taxation of company profits.
The French economic environment is also in flux, particularly due to the implementation of Brexit, which could prompt the UK to cut its profit tax rate still further.
    The lowe...
