The Court secures two new external audit mandates for international organisations!

The International Civil Aviation Organization (ICAO) has appointed the First President, Pierre Moscovici, as External Auditor of the Organisation’s accounts for a three-year term, renewable once, starting at the beginning of the 2026 financial year.

Established in 1944, ICAO is a United Nations specialised agency responsible for helping to develop the policies and standards that enable the standardisation of international air transport (allocation of radio frequencies, licensing of aviation personnel, air traffic, protocols to be followed in aircraft accident investigations, etc.). ICAO had a budget of C$327.8 million in 2023, with France being its fifth-largest contributor.

As of 1 July 2025, the Court has also been awarded a three-year mandate—renewable up to and including the audit of the financial statements for 2030—as External Auditor of the International Organization for Migration. Founded in 1951, the International Organization for Migration mobilised an annual budget exceeding US$3.6 billion in 2024 across more than 170 countries, making it one of the leading actors in international co-operation on migration.

For 40 years, the Cour des comptes has continuously served as the external auditor for at least one international organisation, including, on three occasions and currently, the United Nations. These new mandates represent a strategic opportunity to strengthen the Court’s profile and its expertise in auditing international organisations operating in complex environments.

These mandates also enable the Court to ensure the proper use of funds arising from France’s contributions to the budgets of these organisations.

Each mandate is overseen by the Court’s Directorate for International Relations, External Audit and the Francophonie (Driaef), in coordination with a Director of External Audit designated for each mandate
