Rollout of the “Zero non-take-up territories” trial

The “Zero Non-Take-Up Territories” (TZNR) trial, established by the so-called "3DS" law of 21
February 2022, aims to reduce non-take-up of social benefits by identifying people who are eligible
for benefits they do not yet receive, or whose entitlement has not yet been opened because no application has been made. Led by the Directorate-General for Social Cohesion (DGCS), the trial was
launched following a call for projects in spring 2023; agreements were signed with the 39 selected
territories. Although modest, the State’s financial support (€18 million for 2023–2027) made it
possible to launch the trial in the territories, with a minimum co-financing requirement of 20% from
local authorities. By summer 2025, the actions undertaken showed that mobilisation on the ground
had been successful. However, the launch was delayed by legal, technical and organisational
obstacles related to data exchanges between partners, due to the lack of a shared legal framework
and the poor interoperability of IT systems in the social field. The Cour recommends that, for any
trial of this type, the authorities ensure that there is a common interpretation of the legal framework
relating to data protection and that project leaders receive enhanced operational support.
