The 2025 annual public report on public policies to support young people aims to take stock of the measures put in place by the public authorities to support young people in their educational, professional and civic development. This in-depth analysis, carried out by the Court of Accounts, examines public policies from different perspectives in order to identify successes, limitations and opportunities for improvement. It draws on sectoral diagnoses and impact assessments to provide recommendations to public decision-makers. Youth is a defining period marked by major transitions: from education to employment, from family dependence to independence, from political minority to full citizenship. This report highlights the challenges young people face and the responses that the public authorities provide in terms of education, professional integration, social support and citizenship training. It emphasises the need for coherent, clear and effective public action to guarantee each young person the conditions for sustainable personal and professional fulfilment.
