THE ANNUAL PUBLIC REPORT 2022
Key elements
The Annual Public Report (APR) 2022 published on Wednesday 16 February at 9:30 a.m., consists of:

702 pages (-5% compared to 2021), including 198 pages of responses from administrations
•
63 audit recommendations
•
The result of the work of the seven chambers of the Court, three Regional and Territorial
Chambers of Accounts (RTCAs), and an inter-jurisdictional committee (common to the Court
and a CRC),
•

The aftermath of the health crisis at the heart of the Annual Public Report 2022
This year, the attention of the financial jurisdictions was once again focused on the health crisis, which
is the main theme of the report. This crisis has indeed raised very high expectations of the Government
on the part of the public and businesses. The 2022 report therefore focuses on the lessons to be learned
from this unprecedented crisis and its budgetary, financial, economic and social consequences.
In 2021, the health crisis had already been a priority theme for analysis in th
e Court’s publications,
in
particular
with the report submitted in June to the Prime Minister “A public finance strategy
to exiting
from
the crisis” and the report on the situation and outlook for public finances (June 2021).
The APR 2022 includes:

A general introduction
, which provides an initial assessment of the health crisis and explains the
lessons to be learned in the medium and long term from the current situation - in terms of the
level of preparedness and adaptability of public services.
•
20 chapters
divided into three parts:
o
An opening chapter, which deals with the overall situation of public finances at the end
of January 2022
.
o
The first part of the APR focuses on measures taken to meet the basic needs of the
population and help vulnerable people or those made vulnerable by the crisis
: 6 chapters
dealing for example with the situation of elderly people living in nursing homes, support
for student life, the #1 youth 1 solution programme, etc.
o
The second part presents the adaptation to the crisis of certain government departments
and public undertakings providing essential services
(7 chapters). Among the areas
covered: prison administration and judicial protection of youth, tax and customs
authorities, major French airports, public transport in Ile-de-France, etc.
o
The third part analyses different support measures for economic activity
(6 chapters). In
this part, the financial jurisdictions have focused on the actual implementation of the

overnment’s decision to support the country’s economic activity “whatever it takes”,
through unprecedented large-scale measures such as State-guaranteed loans and State
aid for sport, as well as more targeted interventions, such as those of local authorities
in Occitanie.
The specificities of the APR 2022
The Court has decided to take a further step this year by giving the APR 2022
an even stronger thematic
character
, with the aim of drawing the attention of public authorities and contributing to informing
citizens. In the same vein,
the Court’s activity report
and the booklet analysing the
follow-up of the
recommendations
made by the Court and the CRTCs, previously integrated into the APR, will now be
published according to a separate timetable. The
annual report of the Court of Budgetary and Financial
Discipline
is published together with the annual public report. A final change is the publication date of
the report, brought forward to 15 February so that the results can be used at
the international
conference organised during the French Presidency of the European Union
. Organised by the Court on
14 and 15 March, it will focus on the work of the Supreme Audit Institutions (foreign counterparts of
the Court of Accounts) during the health crisis.
