Municipal police forces

COUR DES COMPTES

Historically, policing has always been one of the most ancient powers of mayors, and Central Government has only gradually emerged as the guarantor of security for citizens. Organisation of public security authorities was introduced through legislation dated 6th April 1884, which shared policing powers between mayors and prefects according to cities population, and changed little until the middle of the 20th century. However, the multiplication of municipal police forces and their professionalisation are more recent phenomena, initiated by legislation dated 15th April 1999 relating to municipal police forces which acknowledges their contribution and facilitates their development.
