Lessons learned from the exceptional investment programme for Corsica


By the end of the 1990s, the diagnosis of the handicaps holding back Corsica's development had been established several decades earlier. However, the measures proposed to remedy the situation, in terms of infrastructure and community facilities, had not been implemented. Launched in 2002, the Exceptional Investment Programme (EIP) for Corsica can therefore be seen as a "pivotal programme". It opened up a way out of the impasse in which the island territory had been caught for so many years and led to the commitment of almost €2 billion in investment, 70% of it financed by the State, over a period of almost 20 years, around three main themes - strengthening basic infrastructure, improving public services and developing the region.
