Management of the Mediterranean coastline to cope with the risks associated with the sea and flooding

The Mediterranean coast is an area of high socio-environmental tensions, home to almost 3.3 million people. The management of this territory, shaped by the State before the decentralising laws and then by the intervention of local authorities, is now being called into question. The local authorities, which have the main planning tools at their disposal, have not yet fully grasped the consequences of their territories’ exposure to the risks associated with the sea and flooding, which are unpredictable by nature, but also with the mobility of the coastline, which is predictable. These phenomena are amplified by the effects of climate change. In any case, the most committed local authorities quickly come up against a shortage of resources to deal with these issues. Given the high level of exposure to these threats, the survey examines the ability of local public players to adapt their actions in the short, medium and long term.
