Restoring housing policy coherence by adapting to new challenges

There is a strong contrast between a housing policy designed in the 1970s, or even in the post-war years, prioritising reconstruction, and the human realities of France in the 2020s. In addition, although this policy is part of a constantly evolving framework, it is struggling to achieve the growing number of these objectives. A constant stream of laws has been passed in recent years and, despite successive reforms, the public budget devoted to housing remains at a comparatively higher level than in comparable countries, but without bringing with it greater efficiency, in particular when it comes to housing low-income and disadvantaged households.
