ORGANISATIONS IN RECEIPT OF DONATIONS
THE HUMAN RIGHTS LEAGUE
2013 to 2018 financial years
Founded in 1898, the Ligue des droits de l’Homme
(LDH) claims a broad social objective of the
universal defence of human rights and has a long-standing and strong presence throughout the
country, relying on a network of more than 8,000 volunteers. At the end of its audit and within
the limits of its investigations and the information available, the Court declares that the
association’s expenditure over the financial years 2013 to 2018 complies with the objectives
pursued by the public appeal for generosity.
In a context of decreasing membership and reduced public subsidies, the LDH is trying to adapt
its action to the new societal challenges. To this end, the management team has launched two
projects: one aimed at modernising its management and reinforcing its administrative and
accounting efficiency; the other aimed at developing new resources, in particular by appealing
for donations. The Court’s audit therefore came at a key moment in the history of the association.
In this context of transformation, the Court considers that, although positive developments were
noted during its audit, improvements are expected in three areas in particular:
•
the financial situation of the association calls for greater rigour in its organisation and
management;
•
the rules governing appeals to public generosity must be better respected, whether in terms
of prior appeals or regarding the processing of donations and bequests;
•
the quality of the use-of-funds statement and financial information provided to donors must
be strengthened.
