COUR DES COMPTES

The Cour des comptes has published a report, produced jointly with the regional courts of audit, on the financial position and management of local governments and their public institutions. The local public administration authorities ('APUL') account for 20% of government spending and are obliged to comply with France's European commitments in terms of improving its public accounts. In 2015, faced with the reduction in financial support from the central government, local governments as a whole chose to slow down spending rather than raise taxes. In 2016, however, confronted with greater financial constraints, local governments must step up their management efforts to avoid a deterioration in their financial position.
