State-owned company France Télévisions is a group that comprises five national channels, 24 regional services, nine TV and radio stations in overseas territories, as well as several subsidiaries. It employed 9,932 FTE employees at end 2015 (excluding subsidiaries), o/w 86% were permanent positions. Public funds (€2.5bn in 2015) represent close to 80% of its resources.
The Cour des comptes (“Court of Auditors”) carried out an audit of the financial years 2009 to 2015, and pointed out a lack of rigour in the management of France Télévisions. It also noted that the company has not been reformed sufficiently to deal with the digital revolution that is profoundly changing the environment, as well as its businesses, and TV consumption patterns.
