As with 2018, the financial context remained favourable to local communities in 2019 thanks to the dynamism of their tax revenue, the slight progression of transfers from the State and relatively controlled expenditures. Their gross savings, which significantly increased, contributed to the financing of local investments, which increased considerably these past two years, and the progression of their debt was contained.
On the whole, local communities therefore addressed 2020 and the health crisis from a better position than the State. But great disparities between them remain and they should be affected in various ways by the health crisis. Regions and départements, whose revenue and charges can be economically sensitive, shall be particularly exposed.
