Citizenship education incorporates all the public measures that help provide young people with knowledge about citizenship, promote civic behaviour – like civic-mindedness and social engagement –, and provide them with platforms upon which to exercise them. While traditionally based on citizenship education delivered in schools and, for young men, military service, this type of education has undergone a profound transformation. Over the past two decades, the public authorities have stepped up initiatives, to the point where there is now a pile-up of schemes. The Court is making eight recommendations to boost citizenship education, which also aim to consolidate and coordinate the schemes for engaging young people and organise their management.
